Is it possible to get into UC Berkeley with a low GPA but high SAT score?

I have a GPA of 3.3 and a SAT score of 2100. my extracurriculars are numerous including leadership roles in church and I'm captain of my school's first lacrosse team. Also does affirmative action come into play, since I'm African American?
