If someone managed to build a spaceship...?

without doing anything illegal in doing so, and had the means to travel to another planet and stay there temporarily or permanently, would they need permission from the government or someone do so, and otherwise, would they be arrested if were found out. not that i'm suggesting i've built a spaceship, i wish lol!
