Why does Gov. Scott Walker places such a low value on public education?

Is that the depth of your understanding of the issues? Do you think money will fix the problems with our education system? DC spends more per capita than every other state. Utah spends the least. Guess which system is in the top five and guess which is the absolute worst? The problem is not money.
