the 2nd one is the best simply because you shouldn't say anything like "In this essay" and you shouldn't use the any first-person pronouns such as "I." The second one could be a little better though. instead of just referring to the broad ideas of poverty, social inequality, and racism, be a little more specific. For instance, instead of racism, say their view on black people (or whatever racism is being taken place) or instead of poverty, say Canada should focus on helping those with lower economic status.
